أكد وزير المالية السوري محمد يسر برنية، أن النظام الضريبي الجديد جاء متضمناً العديد من الإعفاءات والحوافز التي تساعد المنشآت الصناعية في التغلب على التحديات التي تواجهها، مؤكداً أن هذا النظام صمم ليكون داعماً للنمو وليس عبئاً على الصناعي.
وأشار إلى الشراكة الحقيقية بين الدولة والقطاع الصناعي الرامية للنهوض بالصناعة السورية، وإعادتها إلى موقعها الطبيعي في دعم الاقتصاد الوطني، ورفع مساهمتها في الناتج المحلي الإجمالي، وتحقيق المزيد من فرص العمل وتحسين الدخل.
وأوضح برنية أن سياسة الوزارة تقوم على مبدأ الشراكة مع القطاع الصناعي، وليس على مبدأ الجباية، حيث تعمل «المالية» على تمكين المنشآت الصناعية من التوسع والإنتاج، الأمر الذي ينعكس إيجاباً على الإيرادات العامة من خلال نمو حقيقي لا يرهق الصناعيين، لافتاً إلى أن الهدف الأساسي من ذلك هو مساعدة القطاع الصناعي على الازدهار، وبالتالي قدرته على خلق فرص العمل، وتحسين الإيرادات الضريبية، وفقاً لوكالة الأنباء السورية «سانا».
الإعفاءات والحوافز
وقال وزير المالية إن الحكومة تعمل على تقديم حزمة واسعة من الإعفاءات والحوافز المخصصة لأصحاب المصانع المتضررة أو المدمرة، بهدف إعادة تأهيلها وتشغيلها من جديد، لافتاً إلى أن إعادة دوران عجلة الإنتاج في هذه المنشآت تمثل إحدى الأولويات في المرحلة الحالية، لما لذلك من أثر مباشر على الاقتصاد الوطني وتشغيل اليد العاملة.
وأضاف أن الوزارة تعمل بالتنسيق مع وزارة الاقتصاد والصناعة لدعم المشاريع الصغيرة والمتوسطة وريادة الأعمال، وتسهيل حصولها على التمويل اللازم، انطلاقاً من كون هذه المشاريع تمثّل قاعدة صناعية مستقبلية قادرة على خلق قيمة مضافة كبيرة.
وأشار إلى استمرار التعاون بين وزارة المالية والهيئة العامة للمنافذ البرية والبحرية لمراجعة سياسات الاستيراد والتصدير، ومراجعة التعريفة الجمركية، بما يضمن تحقيق التوازن الذي يسمح بتطوير القطاع الصناعي وحمايته من المنافسة غير العادلة، مشيراً إلى أن هذه المراجعات تأتي ضمن رؤية تهدف إلى تعزيز القدرة الإنتاجية الوطنية، وخلق بيئة أكثر ملاءمة للمصانع المحلية.
إزالة العوائق
وقال برنية: «نرفض وضع أي عوائق أمام الصناعيين، ونسعى إلى توفير التسهيلات وجميع أنواع الحوافز التي تسمح لهذا القطاع بالنمو»، مؤكداً أن الدولة ليست منافساً للقطاع الخاص، بل هي شريك له، تعمل معه يداً بيد من أجل دفع العملية الصناعية إلى الأمام.
The Syrian Minister of Finance, Mohammad Yasser Barnieh, confirmed that the new tax system includes many exemptions and incentives that help industrial establishments overcome the challenges they face, emphasizing that this system is designed to support growth rather than burden industrialists.
He pointed to the genuine partnership between the state and the industrial sector aimed at advancing the Syrian industry, restoring it to its natural position in supporting the national economy, increasing its contribution to the gross domestic product, creating more job opportunities, and improving income.
Barnieh explained that the ministry's policy is based on the principle of partnership with the industrial sector, not on the principle of taxation, as the "Finance" works to empower industrial establishments to expand and produce, which positively reflects on public revenues through real growth that does not burden industrialists, noting that the primary goal is to help the industrial sector thrive, and consequently its ability to create job opportunities and improve tax revenues, according to the Syrian News Agency "SANA".
Exemptions and Incentives
The Minister of Finance stated that the government is working to provide a wide package of exemptions and incentives designated for owners of affected or destroyed factories, with the aim of rehabilitating and restarting them, pointing out that reviving the production wheel in these establishments represents one of the priorities at this stage, due to its direct impact on the national economy and the employment of labor.
He added that the ministry is working in coordination with the Ministry of Economy and Industry to support small and medium enterprises and entrepreneurship, facilitating their access to necessary funding, based on the fact that these projects represent a future industrial base capable of creating significant added value.
He noted the continued cooperation between the Ministry of Finance and the General Authority for Land and Sea Ports to review import and export policies, and to review customs tariffs, ensuring a balance that allows for the development of the industrial sector and protects it from unfair competition, indicating that these reviews come within a vision aimed at enhancing national production capacity and creating a more favorable environment for local factories.
Removing Obstacles
Barnieh said: "We reject placing any obstacles in front of industrialists, and we strive to provide facilities and all types of incentives that allow this sector to grow," emphasizing that the state is not a competitor to the private sector, but rather a partner, working hand in hand with it to advance the industrial process.
