تحقق نقابة المهن الموسيقية برئاسة النقيب مصطفى كامل، مساء اليوم (الإثنين)، مع وكيل أول النقابة الفنان حلمي عبدالباقي؛ لاتهامه بالتقصير داخل النقابة. ومن المقرر أن يقام التحقيق بحضور مستشار من مجلس الدولة واللجنة المخصصة للتحقيقات لنقابة المهن الموسيقية.
شطب مخالف
وكشف عبدالباقي خلال مداخله هاتفية مع الإعلامي أحمد عبدالعزيز في برنامج كلمة أخيرة على قناة ON، كواليس جديدة ومثيرة حول أزمة شطب الدكتور عاطف إمام العميد السابق لمعهد الموسيقى العربية عضو مجلس إدارة النقابة من جداول النقابة.
ووصف عبدالباقي قرار شطب الدكتور عاطف إمام بالكارثة غير القانونية، مؤكداً بأن الأسباب التي سيقت لتبرير هذا القرار وعلى رأسها توزيع اللحوم هي أسباب واهية وتدعو للسخرية والدهشة.
وقال عبدالباقي: «لحمة إيه اللي تتسبب في شطب قامة فنية ونقابية بحجم الدكتور عاطف إمام؟ ده أمر يثير الضحك والبكاء في آن واحد»، مضيفاً أن توزيع اللحوم إجراء معتاد تقوم به النقابة للجمعية العمومية ولم يكن الدكتور عاطف طرفاً فيه بشكل يسيء له.
وفند عبدالباقي الادعاءات المتعلقة بوجود مخالفات مالية في ملف علاج الدكتور عاطف إمام، مؤكداً شهادته على واقعة رفض موظف الحسابات استلام مبلغ التجاوز 3000 جنيه من الدكتور عاطف بناءً على تعليمات شفهية، وهو ما يثبت حسن نية الأخير ومحاولته السداد.
تجاوزات النقيب
وأكد عبدالباقي وجود مستندات رسمية تثبت تجاوزات مالية ضخمة للنقيب العام في بند العلاج بمبالغ تصل إلى 15 ألفاً و20 ألف جنيه، متسائلاً عن سبب الكيل بمكيالين ومحاسبة عضو على مبلغ زهيد بينما يتم التغاضي عن مبالغ أكبر بكثير لآخرين.
واستغرب عبدالباقي من تصريحات المتحدث باسم النقابة، مشيراً إلى أنها تضمنت مغالطات وتناقضات واضحة، مؤكداً بأنه نشر فيديوهات توضيحية للرد على هذه المغالطات لكنها لم تجد صدى لدى المتحدث. وأكد أن قرار الشطب لا يمكن أن يصدر إلا من خلال جمعية عمومية غير عادية وبعد تحقيقات رسمية شفافة، وهو ما لم يحدث في حالة الدكتور عاطف إمام.
The Musicians' Syndicate, headed by Captain Mustafa Kamel, will investigate today (Monday) with the first agent of the syndicate, artist Helmy Abdel-Baqi, for his alleged negligence within the syndicate. The investigation is set to take place in the presence of a consultant from the State Council and the committee designated for investigations for the Musicians' Syndicate.
Unlawful Dismissal
Abdel-Baqi revealed during a phone call with media personality Ahmed Abdel-Aziz on the program "Final Word" on ON channel, new and intriguing details about the crisis surrounding the dismissal of Dr. Atef Imam, the former dean of the Arabic Music Institute and a member of the syndicate's board, from the syndicate's records.
Abdel-Baqi described the decision to dismiss Dr. Atef Imam as an illegal catastrophe, asserting that the reasons cited to justify this decision, primarily the distribution of meat, are flimsy and invite mockery and astonishment.
He stated: "What kind of meat could lead to the dismissal of an artistic and syndicate figure like Dr. Atef Imam? This is something that evokes both laughter and tears," adding that the distribution of meat is a usual procedure carried out by the syndicate for the general assembly, and Dr. Atef was not involved in any way that would tarnish his reputation.
Abdel-Baqi refuted the allegations regarding financial violations in Dr. Atef Imam's treatment file, confirming his testimony regarding an incident where an accounting employee refused to accept an excess amount of 3000 pounds from Dr. Atef based on verbal instructions, which proves the latter's good intentions and his attempt to pay.
Captain's Violations
Abdel-Baqi confirmed the existence of official documents proving significant financial violations by the general captain in the treatment section, with amounts reaching 15,000 and 20,000 pounds, questioning why there is a double standard in holding a member accountable for a trivial amount while larger sums are overlooked for others.
He expressed astonishment at the statements made by the syndicate's spokesperson, noting that they contained clear inaccuracies and contradictions, affirming that he published explanatory videos to respond to these inaccuracies, but they did not resonate with the spokesperson. He emphasized that a dismissal decision can only be issued through an extraordinary general assembly and after transparent official investigations, which did not occur in the case of Dr. Atef Imam.
