كشف وزير المالية محمد الجدعان أن المملكة عانت خلال العقود الأربعة الماضية من تحديات في إدارة السياسة المالية، أبرزها ارتباط الإنفاق الحكومي بالدورة الاقتصادية، بارتفاع الإنفاق مع تحسن النشاط الاقتصادي وأسعار النفط، وينخفض عند تراجعها، ما أدى إلى تقلبات غير مرغوبة في السياسة المالية.
وأوضح الجدعان خلال جلسة حوارية حول التنمية المستدامة في الميزانية السعودية 2026، أن السنوات الثماني الماضية شهدت جهداً حكومياً كبيراً لفصل الإنفاق عن تلك الدورة، بحيث لا يكون الإنفاق مُسايراً لتقلبات النمو داخل المملكة أو خارجها.
وأضاف: «عندما يتباطأ النمو سواء محلياً أو خارجياً بما يؤثر علينا، يجب أن يرتفع الإنفاق لتحفيز الاقتصاد، وعندما يتسارع النمو ويظهر التضخم، يصبح من الضروري خفض الإنفاق قليلاً للسيطرة على التضخم».
وبين أنه خلال الفترة من 2016 حتى نهاية 2024، سجل القطاع النفطي نمواً سالباً بلغ -0.5%، ومع ذلك تمكّنت المملكة بفضل تغيير النهج المالي من تسجيل متوسط نمو سنوي يبلغ 5% في الأنشطة غير النفطية طوال السنوات الثماني الماضية، وهو ما لم يكن ممكناً لو استمرت السياسات السابقة المرتبطة بالدورة الاقتصادية.
الإنفاق الحكومي
وأضاف أن هذا الأداء تحقق لأن الإنفاق الحكومي أصبح يُدار بآلية مدروسة تستهدف توجيهه نحو الأنشطة الاقتصادية ذات الأثر المباشر، والخدمات الأساسية التي تمس المواطن، ما انعكس على نمو الاستهلاك والاستثمار، مُشيراً إلى استمرار هذا النهج خلال السنوات الثلاث القادمة.
Finance Minister Mohammed Al-Jadaan revealed that the Kingdom has faced challenges in managing fiscal policy over the past four decades, the most notable of which is the link between government spending and the economic cycle, with spending increasing as economic activity and oil prices improve, and decreasing when they decline, leading to undesirable fluctuations in fiscal policy.
Al-Jadaan explained during a discussion session on sustainable development in the Saudi budget for 2026 that the past eight years have seen significant government efforts to separate spending from that cycle, so that spending does not align with fluctuations in growth both within the Kingdom and externally.
He added: “When growth slows down, whether locally or externally, affecting us, spending must increase to stimulate the economy, and when growth accelerates and inflation appears, it becomes necessary to slightly reduce spending to control inflation.”
He indicated that from 2016 until the end of 2024, the oil sector recorded a negative growth of -0.5%, yet the Kingdom was able, thanks to a change in the financial approach, to achieve an average annual growth of 5% in non-oil activities over the past eight years, which would not have been possible had the previous policies linked to the economic cycle continued.
Government Spending
He added that this performance was achieved because government spending is now managed through a studied mechanism aimed at directing it towards economic activities with a direct impact and essential services that affect citizens, which has reflected on the growth of consumption and investment, noting that this approach will continue over the next three years.
