بدأت ألمانيا تنفيذ أوسع خطة لإحياء الملاجئ النووية منذ نهاية الحرب الباردة، عبر تشغيل مئات الملاجئ القديمة وبناء آلاف جديدة، في خطوة اعتبرها مراقبون تحولاً إستراتيجياً لافتاً يعكس اضطراب المشهد الأمني الأوروبي عام 2025.
برنامج بمليارات اليورو
وذكرت صحيفة «الكونفدنثيال» الإسبانية أن برلين أطلقت برنامجاً شاملاً لإعادة تفعيل الدفاع المدني يشمل حصر الملاجئ المهجورة وفحص أنظمة التهوية والحماية فيها، إلى جانب تخصيص مليارات اليورو لإنشاء بنية تحتية جديدة قادرة على حماية ملايين المواطنين من أي تهديد إشعاعي.
تهديدات غير معلنة
ورغم الصمت الرسمي بشأن الدوافع، أكدت مصادر أوروبية أن القرار يستند إلى تقديرات أمنية سرية تتحدث عن «تهديدات غير معلنة»، ما أثار موجة تكهنات حول وجود معلومات استخباراتية تتعلق بتصعيد عسكري محتمل أو مخاطر نووية جديدة.
ذعر الحرب الباردة يعود
المفاجأة – بحسب الصحيفة – أن عدداً من الدول الأوروبية بدأت تحركات مشابهة بعيداً عن الأضواء، ما عزز الاعتقاد بأن القارة تعيش حالة «ذعر نووي» تشبه أجواء الحرب الباردة، ولكن بنسخة محدثة تتناسب مع تحولات عام 2025.
أزمة تشرنوبل تعود للواجهة
تزامن هذا التطور مع تحذير الوكالة الدولية للطاقة الذرية من تدهور خطير في أنظمة الحماية بمحطة تشرنوبل، بعد تعرض الهيكل المعدني الخارجي لأضرار نتيجة هجوم عسكري في فبراير 2025.
ورغم عدم تسجيل تسرب إشعاعي كبير، فإن قدرة المفاعل على الاحتواء طويل الأمد باتت موضع شك، ما يجعل أي تصعيد في المنطقة محفوفاً بالمخاطر.
تحوّل إستراتيجي أوروبي
ويرى خبراء أوروبيون أن حجم المشروع الألماني وسرعة تنفيذه يعكس خشية حقيقية من انزلاق الصراع في أوكرانيا نحو سيناريو أكثر خطورة، بينما تصر برلين على أن الخطة «احترازية» ولا ترتبط بتهديد وشيك.

A Multi-Billion Euro Program
The Spanish newspaper "El Confidencial" reported that Berlin has launched a comprehensive program to reactivate civil defense, which includes inventorying abandoned shelters and inspecting their ventilation and protection systems, in addition to allocating billions of euros to create new infrastructure capable of protecting millions of citizens from any radiological threat.
Unannounced Threats
Despite the official silence regarding the motivations, European sources confirmed that the decision is based on secret security assessments that speak of "unannounced threats," which has sparked a wave of speculation about the existence of intelligence information related to a potential military escalation or new nuclear risks.
Cold War Panic Returns
The surprise – according to the newspaper – is that several European countries have begun similar moves away from the spotlight, reinforcing the belief that the continent is experiencing a state of "nuclear panic" reminiscent of the Cold War, but in a modern version suited to the transformations of 2025.
The Chernobyl Crisis Returns to the Fore
This development coincided with a warning from the International Atomic Energy Agency about a serious deterioration in the protection systems at the Chernobyl plant, following damage to the outer metal structure due to a military attack in February 2025.
Although no significant radiological leak has been recorded, the reactor's long-term containment capability has come into question, making any escalation in the region fraught with risks.
A European Strategic Shift
European experts believe that the scale of the German project and the speed of its implementation reflect a genuine fear of the conflict in Ukraine slipping into a more dangerous scenario, while Berlin insists that the plan is "precautionary" and not related to an imminent threat.
