أعلنت وزارة المالية الباكستانية، اليوم (السبت)، وفاة الدكتورة شمشاد أختر، أول امرأة ترأست البنك المركزي الباكستاني، وزيرة المالية الانتقالية مرتين، عن عمر يناهز 71 عاماً إثر سكتة قلبية مفاجئة.
وكانت الدكتورة أختر تشغل منصب رئيسة بورصة باكستان للأوراق المالية حتى لحظة وفاتها، ما جعلها تتمتع بدور نادر يجمع بين السياسة النقدية، وإدارة المالية العامة، وأسواق رأس المال في باكستان.
مناصب شمشاد أختر
شغلت أختر منصب محافظ بنك الدولة الباكستاني من عام 2006 إلى 2009، لتصبح أول امرأة تتولى هذا المنصب التاريخي، كما تولت وزارة المالية في الحكومتين الانتقاليتين قبل الانتخابات العامة في عامي 2018 و2024.
وصف وزير المالية الباكستاني محمد أورنجزيب الراحلة بأنها «صوت مبدئي وكريم في تاريخ الاقتصاد الباكستاني»، مشيداً بنزاهتها ومهنيتها وخدمتها الطويلة للوطن.
وقال في بيان رسمي: «خدمت البلاد بصدق وتفانٍ في أعلى المناصب الاقتصادية»، معبراً عن تعازيه الحارة لأسرتها وأصدقائها وزملائها.
من هي شمشاد أختر؟
وتُعتبر الدكتورة شمشاد أختر واحدة من أكثر صانعي السياسات الاقتصادية خبرة دولية في باكستان، حيث شغلت مناصب عليا في البنك الدولي كنائبة رئيس، وأمينة تنفيذية للجنة الأمم المتحدة الاقتصادية والاجتماعية لآسيا والمحيط الهادئ (إسكاب)، إضافة إلى عملها السابق في بنك التنمية الآسيوي.
ولدت أختر في مدينة حيدر آباد، وتلقت تعليمها في كراتشي وإسلام آباد، وحصلت على درجات علمية من جامعة البنجاب، وجامعة قائد أعظم، وجامعة ساسكس في بريطانيا، وكلية بايسلي للتكنولوجيا في المملكة المتحدة.
تركت الراحلة إرثاً اقتصادياً بارزاً يُذكر بالاحترام، وسط حزن عميق في الأوساط المالية والسياسية الباكستانية.
The Pakistani Ministry of Finance announced today (Saturday) the passing of Dr. Shamshad Akhtar, the first woman to head the State Bank of Pakistan and a two-time caretaker finance minister, at the age of 71 due to a sudden heart attack.
Dr. Akhtar was serving as the Chairperson of the Pakistan Stock Exchange at the time of her death, which gave her a rare role that combined monetary policy, public finance management, and capital markets in Pakistan.
Positions Held by Shamshad Akhtar
Akhtar served as the Governor of the State Bank of Pakistan from 2006 to 2009, becoming the first woman to hold this historic position. She also held the position of Finance Minister in the caretaker governments before the general elections in 2018 and 2024.
The Pakistani Finance Minister, Muhammad Aurangzeb, described the late Akhtar as "a principled and generous voice in the history of Pakistan's economy," praising her integrity, professionalism, and long service to the nation.
He stated in an official statement: "She served the country with sincerity and dedication in the highest economic positions," expressing his heartfelt condolences to her family, friends, and colleagues.
Who is Shamshad Akhtar?
Dr. Shamshad Akhtar is considered one of the most internationally experienced economic policymakers in Pakistan, having held senior positions at the World Bank as Vice President and Executive Secretary of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in addition to her previous work at the Asian Development Bank.
Born in Hyderabad, she received her education in Karachi and Islamabad, earning degrees from the University of Punjab, Quaid-e-Azam University, the University of Sussex in the UK, and Paisley College of Technology in the UK.
The late Akhtar left behind a prominent economic legacy that is remembered with respect, amid deep sorrow in the Pakistani financial and political circles.
