صادق مجلس الشيوخ المكسيكي، مساء (الأربعاء)، على مشروع قانون يرفع الرسوم الجمركية بنسب تصل إلى 50% على مئات المنتجات المستوردة من الصين وعدة دول آسيوية أخرى لا تربطها بالمكسيك اتفاقيات تجارة حرة، وذلك اعتباراً من مطلع عام 2026، في خطوة تهدف رسمياً إلى حماية الصناعة المحلية وخلق إيرادات إضافية للخزينة.
المكسيك توافق على رفع الرسوم الجمركية
وحصل القانون على موافقة 76 صوتاً مقابل 5 أصوات رافضة و35 امتناعاً، بعد أن كان مجلس النواب قد أقره في وقت سابق.
ويستهدف التعديل نحو 1400 بند جمركي، معظمها في قطاعات المنسوجات والملابس والحديد والصلب وقطع غيار السيارات والبلاستيك والأحذية، فيما ستتراوح التعريفة الجديدة على أغلب المنتجات بين 20% و35%، مع سقف أقصى 50% على بعض السلع مثل السيارات وقطعها.
وتُعد النسخة المصادق عليها أقل حدة من المشروع الأولي الذي توقف في الخريف، إذ تم تخفيض الرسوم على ثلثي البنود مقارنة بالاقتراح الأصلي.
رد الصين على إجراءات المكسيك
من جانبها، أعربت وزارة التجارة الصينية، اليوم (الخميس) عن «معارضتها الشديدة» للإجراء، ووصفته بأنه «زيادة أحادية الجانب وممارسة حمائية»، محذرة من أنه «سيؤثر بشكل كبير» على مصالح الشركات الصينية، وأضافت الوزارة أن بكين «ستتابع عن كثب تطبيق النظام الجمركي الجديد وتقيّم آثاره».
تعزيز مكانة المنتج المكسيكي
في المقابل، دافع أعضاء من حزب مورينا الحاكم في المكسيك عن القرار، وقال النائب إيمانويل رييس، رئيس لجنة الاقتصاد في مجلس الشيوخ: «هذه التعديلات ستعزز مكانة المنتج المكسيكي في سلاسل التوريد العالمية، وتحمي عشرات آلاف فرص العمل في القطاعات الرئيسية، وليست مجرد أداة لجمع الإيرادات».
3.76 مليار دولار إضافية
ويتوقع محللون أن تجني الحكومة المكسيكية نحو 3.76 مليار دولار إضافية العام القادم من هذه التعريفات، مما سيساعد في تقليص العجز المالي.
كما يرى كثيرون أن القرار يأتي في إطار تهدئة واشنطن قبل المراجعة القادمة لاتفاقية التجارة الحرة بين الولايات المتحدة والمكسيك وكندا، خصوصا أن الولايات المتحدة كانت قد ضغطت على دول أمريكا اللاتينية للحد من علاقاتها الاقتصادية مع الصين.
يُذكر أن المكسيك كانت قد أعلنت في سبتمبر الماضي نيتها رفع الرسوم على السيارات وغيرها من السلع القادمة من الصين ودول آسيوية أخرى، وهو ما يُعتبر اليوم خطوة تنفيذية فعلية لذلك الإعلان.
The Mexican Senate approved, on Wednesday evening, a bill that raises customs duties by rates of up to 50% on hundreds of imported products from China and several other Asian countries that do not have free trade agreements with Mexico, starting from the beginning of 2026. This move is officially aimed at protecting local industry and generating additional revenue for the treasury.
Mexico agrees to raise customs duties
The law received approval with 76 votes in favor, 5 against, and 35 abstentions, after it had been previously passed by the House of Representatives.
The amendment targets about 1,400 tariff items, most of which are in the textiles, clothing, iron and steel, auto parts, plastics, and footwear sectors, with the new tariffs on most products ranging between 20% and 35%, with a maximum cap of 50% on certain goods such as cars and their parts.
The approved version is less severe than the initial proposal that was halted in the fall, as the duties were reduced on two-thirds of the items compared to the original proposal.
China's response to Mexico's measures
For its part, the Chinese Ministry of Commerce expressed, on Thursday, its "strong opposition" to the measure, describing it as a "unilateral increase and a protectionist practice," warning that it "will significantly affect" the interests of Chinese companies. The ministry added that Beijing "will closely monitor the implementation of the new customs system and assess its impacts."
Strengthening the position of Mexican products
In contrast, members of the ruling Morena party in Mexico defended the decision, with Deputy Emmanuel Reyes, Chairman of the Economy Committee in the Senate, stating: "These amendments will strengthen the position of Mexican products in global supply chains and protect tens of thousands of jobs in key sectors, and are not merely a tool for revenue collection."
3.76 billion additional dollars
Analysts expect the Mexican government to earn about 3.76 billion additional dollars next year from these tariffs, which will help reduce the fiscal deficit.
Many also see the decision as part of an effort to appease Washington ahead of the upcoming review of the free trade agreement between the United States, Mexico, and Canada, especially since the United States had pressured Latin American countries to limit their economic ties with China.
It is worth noting that Mexico announced last September its intention to raise tariffs on cars and other goods coming from China and other Asian countries, which is now considered a concrete step in implementing that announcement.
