اشترطت الهيئة العامة للنقل على جميع محلات تأجير الدراجات والسكوترات ضرورة الحصول على بطاقة تشغيل لكل دراجة أو سكوتر، مع الالتزام بعدة تجهيزات أساسية لضمان سلامة المركبات وجودة الخدمة. وشملت هذه الاشتراطات تثبيت حامل للهاتف المحمول والأكواب، وغطاء للإطار الخلفي، وجهاز تتبع للسكوتر، وتثبيت غطاء على الجنزير يغطي الجهتين العلوية والسفلية على الدراجات العادية.
وأكدت الهيئة ضرورة تطبيق المواصفات الفنية المعتمدة لكل من الدراجات العادية والسكوتر، بما يرفع مستوى الأمان ويضمن جودة المركبات المستخدمة في أنشطة التأجير، ويعزز سلامة مستخدمي الطرق. ويأتي ذلك ضمن جهود الهيئة لتنظيم أنشطة تأجير الدراجات على الطرق العامة، وفق نظام النقل البري على الطرق واللائحة التنفيذية لأنشطة تأجير الدراجات المعتمدة.
مواصفات البطاقة
وتضمنت المواصفات الفنية لوحة بطاقة التشغيل، التي يجب أن تكون بمقاس «10×5 سم»، مصنوعة من الألومنيوم، بلون أبيض من الجهتين، مع أرقام بالخط الأسود وحجم 33 نقطة، وإطار أسود بسُمك 3 نقاط، إضافة إلى رمز إلكتروني في الزاوية العلوية اليسرى يحتوي على بيانات البطاقة، بقياس «1.5×1.5 سم»، مع كتابة عبارة «بطاقة تشغيل» بمقاس 7 نقاط أسفل الرمز الإلكتروني، مع طلاء البيانات وعدم استخدام الشريط اللاصق.
ودعت الهيئة المستثمرين والمهتمين بهذا النشاط إلى الاطلاع على ملف المواصفات الفنية والتقديم على التراخيص من خلال البوابة الرسمية للهيئة، مع الالتزام الكامل بالشروط والضوابط المعتمدة لضمان جودة الخدمات وسلامة مستخدمي الطرق.

The authority emphasized the necessity of applying the approved technical specifications for both regular bikes and scooters, which enhances safety and ensures the quality of the vehicles used in rental activities, thereby promoting the safety of road users. This comes as part of the authority's efforts to regulate bike rental activities on public roads, in accordance with the land transport system on roads and the executive regulations for approved bike rental activities.
Specifications of the Card
The technical specifications included the operating card plate, which must be sized "10×5 cm", made of aluminum, white on both sides, with numbers in black font and a size of 33 points, and a black frame with a thickness of 3 points, in addition to an electronic code in the upper left corner containing the card's data, measuring "1.5×1.5 cm", with the phrase "Operating Card" written in a size of 7 points below the electronic code, with the data coated and without using adhesive tape.
The authority called on investors and those interested in this activity to review the technical specifications file and apply for licenses through the authority's official portal, while fully complying with the approved conditions and regulations to ensure the quality of services and the safety of road users.
