في إطار مساعٍ أمريكية وأوروبية مكثفة لبحث سبل إنهاء حرب أوكرانيا، يلتقي المبعوث الأمريكي ستيف ويتكوف بالرئيس الأوكراني فولوديمير زيلينسكي في برلين، غداً الإثنين.

وتتركز المحادثات على وقف إطلاق النار وصياغة إطار لاتفاق سياسي، بالتوازي مع مشاورات تضم قادة أوروبيين، استعداداً لعقد قمة تستضيفها برلين لتعزيز التنسيق والدفع نحو تسوية دبلوماسية شاملة.

محادثات في برلين

وكان البيت الأبيض، أفاد أمس السبت، بأن ويتكوف سيلتقي زيلينسكي وقادة أوروبيين آخرين في برلين، في وقت تضغط فيه واشنطن لوضع خطة لإنهاء الحرب. ومن المقرر أن يسافر الموفد الأمريكي جاريد كوشنر برفقة ويتكوف إلى ألمانيا للمشاركة في محادثات تضم أوكرانيين وأوروبيين.

وتهدف محادثات برلين إلى مناقشة أحدث نسخة من خطة السلام الأوروبية الأوكرانية المكونة من 20 بنداً لإنهاء الحرب في أوكرانيا، بعد أيام فقط من تسليم كييف نسختها المعدلة إلى واشنطن.

وذكرت مجلة «بوليتيكو» أن الخطة تقترح إنشاء «منطقة اقتصادية حرة» منزوعة السلاح في إقليم دونباس، يُسمح فيها بعمل مصالح تجارية أمريكية.

وتتمثل إحدى أبرز نقاط الخلاف في مصير الأراضي في شرق أوكرانيا، التي ترفض كييف التنازل عنها بعد السيطرة عليها من قِبَل موسكو.

الضمانات الأمنية

وحسب مصادر مطلة، فإنه بات من شبه المؤكد أن موسكو لن تتخلى عن منطقة دونباس شرق أوكرانيا في حال انتهت الحرب.

وأفاد زيلينسكي في فيديو مصور نشره على حساباته بمواقع التواصل في وقت متأخر ليل السبت، بأن برلين ستستضيف لقاءات عدة خلال الأيام القادمة. وقال إنه سيعقد اجتماعات مع ممثلي الرئيس الأمريكي ومع شركاء بلاده الأوروبيين، إضافة إلى العديد من القادة الآخرين من أجل وضع أسس للسلام والتوصل إلى اتفاق سياسي لإنهاء الحرب.

واعتبر أن اللحظة الحالية توفر فرصة كبيرة، قائلاً: «سنعمل بنشاط وبشكل بناء قدر استطاعتنا في برلين هذه الأيام مع كل من يستطيع إنجاح الاتفاق».

وأوضح أن ممثلي قطاعي الدفاع والأمن الأوكرانيين سيعملون على تفاصيل الضمانات الأمنية لأوكرانيا، فيما سيواصل الوفد الأوكراني الحكومي مناقشاته مع الولايات المتحدة وأوروبا حول موضوع التنمية في أوكرانيا وتعافي البلاد.

ولفت الرئيس الأوكراني إلى أن المحادثات تتركز الآن حول الضمانات الأمنية، الشق الاقتصادي وإعادة الإعمار.

عين على دونباس

ويبقى العائق الأبرز أمام التوصل إلى اتفاق لإنهاء الحرب، في إمكانية تنازل كييف عن بعض الأراضي في الشرق الأوكراني، وتحديداً منطقة دونباس، وهو ما طرحته سابقاً إدارة ترمب. لكن زيلينسكي يجد صعوبة في تقبل هذا المطلب، رغم الضغوط الأمريكية، والإغراءات أيضاً بإقامة منطقة اقتصادية حرة فيها.

وشدد مستشار الرئيس الروسي يوري أوشاكوف، على أن الشرطة الروسية والحرس الوطني سيبقيان في منطقة دونباس، وسيشرفان على هذه المنطقة الغنية بالصناعات، حتى في حال التوصل إلى اتفاق سلام ينهي الحرب المستمرة منذ نحو أربع سنوات. ما يؤكد طموح موسكو في الحفاظ على وجودها في دونباس بعد انتهاء الحرب، وهو ما ترفضه أوكرانيا حتى الآن.

As part of intensive American and European efforts to explore ways to end the Ukraine war, U.S. envoy Steve Witkoff will meet with Ukrainian President Volodymyr Zelensky in Berlin tomorrow, Monday.

The talks will focus on a ceasefire and the formulation of a framework for a political agreement, alongside consultations involving European leaders, in preparation for a summit to be hosted by Berlin to enhance coordination and push for a comprehensive diplomatic settlement.

Talks in Berlin

The White House reported yesterday, Saturday, that Witkoff will meet with Zelensky and other European leaders in Berlin, as Washington pushes to devise a plan to end the war. U.S. envoy Jared Kushner is scheduled to travel with Witkoff to Germany to participate in talks involving Ukrainians and Europeans.

The Berlin talks aim to discuss the latest version of the 20-point European-Ukrainian peace plan to end the war in Ukraine, just days after Kyiv submitted its revised version to Washington.

Politico magazine reported that the plan proposes the establishment of a "demilitarized free economic zone" in the Donbas region, where American business interests would be allowed to operate.

One of the main points of contention is the fate of the territories in eastern Ukraine, which Kyiv refuses to concede after being taken over by Moscow.

Security Guarantees

According to informed sources, it is almost certain that Moscow will not relinquish the Donbas region in eastern Ukraine if the war ends.

Zelensky stated in a video posted on his social media accounts late Saturday night that Berlin will host several meetings in the coming days. He said he will hold meetings with representatives of the U.S. president and with his European partners, in addition to many other leaders to lay the foundations for peace and reach a political agreement to end the war.

He considered that the current moment presents a significant opportunity, saying: "We will work actively and constructively as much as we can in Berlin these days with everyone who can help make the agreement successful."

He explained that representatives from the Ukrainian defense and security sectors will work on the details of security guarantees for Ukraine, while the Ukrainian government delegation will continue discussions with the United States and Europe on the topic of development in Ukraine and the country's recovery.

The Ukrainian president pointed out that the talks are currently focused on security guarantees, the economic aspect, and reconstruction.

Eye on Donbas

The biggest obstacle to reaching an agreement to end the war remains the possibility of Kyiv conceding some territories in eastern Ukraine, specifically the Donbas region, which was previously suggested by the Trump administration. However, Zelensky finds it difficult to accept this demand, despite American pressure and the allure of establishing a free economic zone there.

Russian presidential advisor Yuri Ushakov emphasized that Russian police and the National Guard will remain in the Donbas region and will oversee this industrially rich area, even if a peace agreement is reached to end the nearly four-year-long war. This underscores Moscow's ambition to maintain its presence in Donbas after the war ends, which Ukraine continues to reject.
