تبدأ أستراليا اعتباراً من منتصف ليل (الثلاثاء-الأربعاء) تطبيق أول قانون في العالم يحظر استخدام وسائل التواصل الاجتماعي على كل من يقل عمره عن 16 عاماً، مما سيُجبر منصات عملاقة مثل إنستغرام وتيك توك ويوتيوب وسناب شات على حجب أكثر من مليون حساب أسترالي خلال الساعات القادمة، وإلا واجهت غرامات تصل إلى 49.5 مليون دولار أسترالي (نحو 33 مليون دولار أمريكي) عن كل مخالفة.
حظر مواقع التواصل الاجتماعي على الأطفال
القانون، الذي أقره البرلمان الأسترالي قبل أسابيع بأغلبية ساحقة، يشمل في مرحلته الأولى عشر منصات رئيسية، بينها فيسبوك وإنستغرام (ميتا)، تيك توك (بايت دانس)، يوتيوب (قوقل)، سناب شات، ريديت، وغيرها، واستثنى القانون مؤقتاً منصات المراسلة مثل واتساب وماسنجر، وكذلك الألعاب الإلكترونية وتطبيقات التعليم.
وقالت مفوضة السلامة الإلكترونية الأسترالية جولي إنمان غرانت إن الحظر «ليس تجريماً للأطفال، بل مسؤولية على الشركات التي صممت منتجاتها لتكون مُدمنة»، وكلفت المفوضية جامعة ستانفورد الأمريكية و11 باحثاً أكاديمياً بدراسة علمية مستقلة تستمر عامين على الأقل لقياس تأثير الحظر على الصحة النفسية والاجتماعية لآلاف المراهقين الأستراليين.
إشادة أولياء الأمور
وأشاد أولياء الأمور ومنظّمات حماية الطفل بالقانون، بينما هاجمته شركات التقنية الكبرى ومنظمات حرية التعبير ووصفته بأنه «رقابة غير مسبوقة» و«انتهاك لحقوق الإنسان الرقمية».
رفض إيلون ماسك
وأعلن إيلون ماسك، مالك منصة «إكس» (تويتر سابقاً)، أنه لن يمتثل للقانون، واصفاً إياه بأنه «باب خلفي للسيطرة على الإنترنت لكل الأستراليين»، فيما أكدت المنصات الأخرى أنها ستعتمد تقنيات «تخمين العمر» من خلال تحليل السلوك الرقمي، أو التعرف على الوجه عبر صور السيلفي، أو طلب وثائق هوية أو ربط الحساب بحساب بنكي.
إحصاءات حكومية
وأظهرت إحصاءات حكومية أن 86% من الأطفال الأستراليين بين 8 و15 عاماً كانوا يستخدمون وسائل التواصل الاجتماعي قبل الحظر، رغم أن معظم المنصات كانت تحدد الحد الأدنى الرسمي بـ13 عاماً، وهو حد لم يكن يُطبَّق فعلياً.
وقال البروفيسور تاما ليفر، أستاذ دراسات الإنترنت في جامعة كيرتن: «أستراليا اليوم هي الطائر الكناري في منجم الفحم؛ العالم كله يراقب، إذا نجحت التجربة، فسنشهد موجة عالمية من التنظيم الصارم».
ترقب بريطاني
وأكدت الحكومة البريطانية أنها «تتابع عن كثب» النهج الأسترالي، فيما أعلنت دول مثل الدنمارك وماليزيا وبعض الولايات الأمريكية نيتها سن قوانين مماثلة.
ويرى خبراء أن الحظر يمثل «بداية نهاية» النموذج القديم لوسائل التواصل الاجتماعي القائم على التوسع غير المحدود، خاصة بعد تسريبات شركة ميتا عام 2021 التي كشفت علم الشركة بأن منتجاتها تساهم في مشكلات صورة الجسد والأفكار انتحارية بين المراهقين، بينما كانت تنفي ذلك علناً.
وختم البروفيسور تيري فلو، مدير مركز الذكاء الاصطناعي والثقة في جامعة سيدني، قائلاً: «أيام اعتبار السوشيال ميديا منصة للتعبير الحر بلا قيود انتهت، فلو كانت هذه القواعد موجودة في عصر الازدهار، لما وصلنا إلى هذا النقاش اليوم».
Australia will begin implementing the world's first law prohibiting the use of social media for anyone under the age of 16 starting at midnight (Tuesday-Wednesday), which will force giant platforms like Instagram, TikTok, YouTube, and Snapchat to block over a million Australian accounts in the coming hours, or face fines of up to 49.5 million Australian dollars (about 33 million US dollars) for each violation.
Social Media Ban for Children
The law, which was passed by the Australian Parliament weeks ago with a large majority, initially includes ten major platforms, including Facebook, Instagram (Meta), TikTok (ByteDance), YouTube (Google), Snapchat, Reddit, and others. The law temporarily exempts messaging platforms like WhatsApp and Messenger, as well as video games and educational apps.
Australian eSafety Commissioner Julie Inman Grant stated that the ban "is not criminalizing children, but holding companies accountable for designing their products to be addictive," and tasked the commission with an independent scientific study lasting at least two years, conducted by Stanford University and 11 academic researchers, to measure the impact of the ban on the mental and social health of thousands of Australian teenagers.
Parental Praise
Parents and child protection organizations praised the law, while major tech companies and free speech organizations attacked it, describing it as "unprecedented censorship" and "a violation of digital human rights."
Elon Musk's Rejection
Elon Musk, owner of the platform "X" (formerly Twitter), announced that he would not comply with the law, calling it "a backdoor for controlling the internet for all Australians," while other platforms confirmed that they would adopt "age-guessing" technologies through analyzing digital behavior, facial recognition via selfies, or requiring identification documents or linking accounts to bank accounts.
Government Statistics
Government statistics showed that 86% of Australian children aged 8 to 15 were using social media before the ban, even though most platforms set the official minimum age at 13, a limit that was not effectively enforced.
Professor Tama Leaver, an internet studies professor at Curtin University, stated: "Australia today is the canary in the coal mine; the whole world is watching. If the experiment succeeds, we will witness a global wave of strict regulation."
British Anticipation
The British government confirmed that it is "closely monitoring" the Australian approach, while countries like Denmark, Malaysia, and some U.S. states announced their intention to enact similar laws.
Experts believe that the ban represents the "beginning of the end" of the old model of social media based on unlimited expansion, especially after the 2021 leaks from Meta that revealed the company's knowledge that its products contribute to body image issues and suicidal thoughts among teenagers, while publicly denying it.
Professor Terry Flew, director of the Center for Artificial Intelligence and Trust at the University of Sydney, concluded by saying: "The days of considering social media a platform for unrestricted free expression are over; if these rules had existed during the boom era, we wouldn't be having this discussion today."
